General Policy
It is the general policy of the Fund to grant full scholarships to each qualified Child of an Employee (Police Officer or Firefighter) killed in the line of duty. Full or partial scholarships may, in the sole and absolute discretion of the Scholarship Award Committee, be granted to each Child of an Employee totally or permanently disabled in the line of duty. Partial Scholarships may, in the sole and absolute discretion of the Scholarship Award Committee, be granted to a qualified Child of an Employee partially or permanently disabled in the line of duty but who is able to work.
All scholarships are granted subject to the availability of sufficient funds for such purpose and in the sole and absolute discretion of the Scholarship Award Committee. The Fund strictly reserves the right to modify or discontinue scholarships for Children of Employees partially and permanently disabled or totally and permanently disabled in the line of duty if such funds are needs to provide scholarships for the Children of Employees killed in the line of duty.
General Regulations for Scholarship Grants
A. Applicability of General Regulations
The Regulations in the Part are general regulation which apply to all applicants and Recipients
B. Nature of Scholarship Grants
Scholarships are granted for not more than a total of four (4) years of undergraduate study at an accredited college, university, or equivalent institution leading to an academic degree. Scholarships may also be granted for not more than a total of four (4) years of study at a vocations or trade school which has been approved by the Scholarship Award Committee in its sole and absolute discretion. Scholarships are not granted for graduate studies or correspondence courses.
C. Extent of Scholarship Grants
In the case of Children of Employees killed in the line of duty, the scholarship grant includes the basic cost of tuition at the institution, together with essential academic fees such as matriculation and graduation fees. The Fund will also pay for the cost of textbooks and/or equipment required by the institution to be purchased by the student for use in connection with his/her academic courses in an amount to be determined by the Fund on an Annual Basis.
In the case of Children of Employees totally and permanently disabled in the line of duty, the scholarship grant includes the basic cost of tuition, or a portion thereof, at the institution and, in the sole and absolute discretion of the Scholarship Award Committee, may include essential academic fees such as matriculation and graduation fees. The amount of a partial grant shall be determined by the Fund on an annual basis. The Fund will also pay the cost of textbooks and/or equipment required by the institution to be purchased by the student for use in connection with his/her academic courses in an amount to be determined by the Fund on an annual basis.
In the case of Children of Employees partially and permanently disabled in the line of duty, the scholarship grant shall cover a portion of the basic cost of tuition but will not cover any academic fees such as matriculation or graduation fees. The amount of the grant shall be determined by the Fund on an annual basis. The fund will also pay the cost of textbooks and/or equipment required by the institution to be purchased by the student for use in connection with his/her academic courses in an amount to be determined by the Fund on an annual basis.
D. Restriction on Scholarship Grants
Except as otherwise provided herein, no scholarship shall be granted by the Fund if a Child of an Employee has received, or in entitled to receive a non-Fund scholarship or equivalent benefits for any other source. The scholarship Award Committee may, however, on its sole and absolute discretion, grant partial scholarship to supplement other non-Fund scholarships.
Each applicant and/or Recipient shall immediately give written notice to he Fund of the receipt of all non-Fund scholarships and/or applications made for such scholarships as well as the action, if any, taken thereon. If the Fund determines that the applicant or Recipient has failed to provide the requisite notice, the scholarship grant, if any, may be withheld, terminated, or rescinded.
E. Minimum Education Requirements
A Recipient must be a high school graduate unless this requirement is waived by the Scholarship Award Committee in its sole and absolute discretion.
F. Interruption of Academic Year
No interruption of the academic yea shall be allowed unless there in an extraordinary and compelling reason, acceptable to the Scholarship Award Committee in is sole and absolute discretion, such as involuntary service in the Armed Forces or serious illness. Where an interruption occurs, the applicant and/or Recipient must immediately advise the Fund, in writing, and submit satisfactory proofs to justify the interruption. Failure to give proper notice and submit satisfactory proofs to the Fund may result in the withholding or termination or the scholarship grant.
K. Transfer to Another Institution
Requests to transfer from one institution to another must be made in writing to the Fund. Such requests may be granted or denied in the sole and absolute discretion of the Scholarship Award Committee. Failure to make a timely written request for such a transfer may result in the postponement or termination of the scholarship grant.
L. Scholastic Performance
The continuance of a scholarship grant is contingent upon satisfactory scholastic performance. If a Recipient is dropped by the institution for academic failure or other legitimate reasons, or if the Recipient fails to maintain at least a 2.0 grade point average, the scholarship grant may be terminated by the Scholarship Award Committee in its sole and absolute discretion. It is the responsibility of the applicant and/or Recipient to promptly forward a copy of his/her scholastic report (grades) to the Fund at the end of each semester. Failure to submit the report may result in the withholding of the tuition for the following semester.
